Manhattan VA IRRRL: useful for some homeowners who later relocate

Manhattan has a large military-connected housing market because of nearby Fort Riley. For a homeowner who originally occupied a property using VA financing and later moved, the IRRRL program can still be relevant because VA allows prior-occupancy certification for this refinance type. Individual lender overlays can still affect eligibility.

What an IRRRL can and cannot do

An IRRRL refinances an existing VA-backed loan and is generally used for rate/payment improvement or moving from an adjustable rate to a fixed rate. It is not the VA cash-out program. If equity access is the goal, review IRRRL vs. VA cash-out refinance.

Appraisal and underwriting

VA does not require a new appraisal or the traditional credit-underwriting package for an IRRRL, although lenders may establish overlays. Applicable seasoning and benefit tests still apply.
